What is Availability used for?

External Availability and Internal Availability (Factor 1 and Factor 2, respectively) are considered in an AAP to establish how many qualified minorities and women are available for jobs at your organization. The results of this two-factor Availability calculation will be weighted and compared to employment statistics at your organization.

What is the current U.S. Census Data Source

To support the External Availability calculation, balanceAAP is loaded with U.S. Census Bureau demographic data, organized by geographic regions and coded by occupation. For plans dated January 1, 2014 and later, the census data source is the EEO 2006-2010 ACS Tabulation Data set. Therefore, under Create Plan / Step 5, the default setting conforms to the appropriate data source.

Note: Older plans in balanceAAP may have been created using the 2000 census data source. The more recent 2006-2010 data source includes updated Census Occupation codes and additional data parameters (as described below).

Review Plan Settings for Census Data Source

Click the Settings button in the upper toolbar to display Availability Calculation Settings. Here, you can review the External Availability (or census data) Source.

Import Availability from an Existing Plan

Access the Import Availability link from the Availability home page, under the Advanced header, to bring in all or part of the Internal and External Availability settings from another plan. Begin by reviewing the Import menu to determine what elements to bring in. All are checked by default:

  • Census Codes (Codes that only exist in the current plan will not be affected.)
  • Factor Weights
  • Feeders
  • Recruitment Areas
  • Underutilization Rules

Next, select a source plan from the provided drop-downs by Company, Establishment, and Plan.

(Legacy Census Codes) If the source plan relies on older census codes, select a translation option:

  • Translate using the 2000 Occupations to 2010 Occupations Crosswalk.
  • Allow the system to automatically match your job titles to the new Occupation Codes.

(Legacy Recruitment Areas) If you are bringing in Recruitment Areas, and the source plans relies on older areas, select whether to translate the areas or not. Then, choose translation options for region types:

  • US Summary
  • State
  • MSA
  • County Set

Finally, click the [Import] button.
